That teal blue color is so appealing! It’s a real focal point for the photo. And after noticing the teal blue, I notice the more sky blue color to the right of it, which also echoes the color of that blurry car in the foreground. That also helps bring the eye into the composition. The taller buildings leading up and away on the right provide effective balance for that teal blue energy. The whitish building on the left with the power lines running back down help anchor the composition, too.

I find the contrast between the cars/buildings/street-level activity and the sky is appealing on a meaning level; the man-made vs. the natural.

I especially like that the teal blue building itself is in a state of disrepair, with bricks showing through the plaster and peeling paint. It’s not pretty in a conventional sense, but my gosh, it’s interesting. And that reinforces the strength of it as a focal point of this photo.
